CEPN is a a non-profit organisation created in 1976 to establish a research and development centre in the fields of optimisation of radiological protection and comparison of health and environmental risks associated with energy systems.

This program was initially strongly focused on the development and application of the principle of optimization of radiological protection. Over the past few years, however, the group’s research programme has also been directed towards the involvement of stakeholders in radiological risk assessment and management, and spreading the radiological protection culture.

The studies are undertaken by a group of around fifteen engineers and economists. The research programme is evaluated by a Scientific Council.

The association currently has four members: the French public electricity generating utility (EDF), the Institute of Radiological Protection and Nuclear Safety (IRSN), the French Alternatives Energies and Atomic Energy Commission (CEA) and AREVA.

The optimization principle is a comprehensive and iterative approach for using protection and safety measures to make radiation exposure, and the probability and magnitude of potential exposure, As Low As Reasonably Achievable or ALARA. The application of this principle for occupational radiation protection in nuclear power plants implies the elaboration of dedicated ALARA programmes. The evaluation of the efficiency of such programmes cannot be done using only dosimetric results, but should consider also other factors.

Cette présentation décrit les supports nécessaires pour une mise en œuvre structurée de la démarche d’optimisation. Elle souligne l’importance de l’organisation (identification des acteurs, de leurs rôle et responsabilité vis-à-vis de la radioprotection, mise en place de structures décisionnelles,...), des facteurs humains (obtenir un engagement de tous les acteurs an s’appuyant notamment sur des actions de formation, de sensibilisation et sur le développement d’une culture de radioprotection), des procédures (selon un processus cyclique : préparation, mise en œuvre, suivi et REX des interventions) et des outils (logiciels, plans d’action…). Des éléments relatifs aux spécificités des Installations Nucléaires de Base et des activités du Nucléaire de Proximité sont également fournis.

Abstract

Created in 2010, the aim of the NERIS platform is to establish a forum for dialogue and methodological development among all organisations and associations taking part in decision-making of protective actions in nuclear and radiological emergencies and recovery in Europe. The objectives of the platform are to contribute to improving the effectiveness of current approaches for preparedness, promoting more coherent approaches, identifying gaps and need for further developments, addressing new and emerging challenges, and maintaining and improving know-how and technical expertise in this field. This paper describes the missions, the organisation and the activities of the platform as well as the key components of its strategic research agenda.
